Under the 2016 Children's Law and Decision No. 856 / QD-TTg of the Prime Minister, Vietnam has 18 agencies, organizations and groups that function to protect children's rights at different levels.
Agencies, organizations and groups organize with specific tasks as follows:
1. National Assembly, People's Council at all levels
- The National Assembly and the People's Councils at provincial and district levels: decide on objectives, targets, policies, programs and plans on socio-economic development according to their competence to exercise children's rights; supervise the implementation of children's rights; allocate annual budgets to implement children's rights.
- National Council, Committees of the National Assembly: coordinate with the National Assembly's Committee for Culture, Education, Youth, Children and Children to review and evaluate issues related to children in bills, ordinances and draft resolutions of the National Assembly and the National Assembly Standing Committee; integrating the objectives and targets to implement children's rights when examining the national socio-economic development plannings and plans; supervise the implementation of policies and laws related to children and the implementation of child rights.
- People's Councils at all levels: issue resolutions to implement and supervise the implementation of policies and laws on children in the area according to their assigned tasks and powers.
- National Assembly deputies and People's Council deputies at all levels: regularly and periodically interact with children or representatives of children; receive, transfer and monitor and supervise the settlement of petitions of agencies and organizations related to children.
2. Government
- Unified state management of children; promulgating according to its competence and organizing the implementation of policies, laws and programs on children; to ensure mechanisms and measures to coordinate among ministries, ministerial-level agencies, government-attached agencies and localities in the realization of children's rights and settlement of child issues.
- To direct ministries, ministerial-level agencies and agencies attached to the Government to assume the prime responsibility and coordinate with one another in inspecting, examining and settling petitions, complaints and denunciations and handling law violations regarding children according to authorization.
3. People's Courts and People's Procuracies

4. Ministry of Labor, War Invalids and Social Affairs
- Coordinate the implementation of children's rights; ensure the implementation of children's rights assigned or authorized by the Government.
5. Ministry of Justice
- Ensuring the protection of children in the process of handling administrative violations.
- Preside over and guide the birth registration, solve the nationality issues of children, determine the father and mother for children.
- Assume the prime responsibility for, and coordinate with concerned ministries, ministerial-level agencies and Government-attached agencies in performing the state management of child adoption.
- Manage and guide the implementation of legal aid for children and their fathers, mothers and caregivers according to the provisions of law.
6. Ministry of Health
- Ensure that children have access to quality and fair health care services at health care facilities in accordance with the law.
- Guidance on the implementation of health care for children with disabilities, children with injury injuries and groups of children with other special circumstances.
- Guide and organize the implementation of school health care to ensure health care for children in educational institutions.
- Instruct parents, children, caregivers of knowledge, skills of health care, nutrition, hygiene and prevention for pregnant women and children, especially children under 36 months of age.
7. Ministry of Education and Training
- Ensuring the implementation of the rights and obligations of children in schools and other educational institutions; build education programs and contents suitable to each child's age and ensure the quality to meet the comprehensive development requirements of children; make sure children complete the universal education program and create a higher level of study conditions.
8. Ministry of Culture, Sports and Tourism
Ensure children are entertained, entertained, cultural, art, physical education, sports and tourism activities.
9. Ministry of Information and Communication

10. Ministry of Public Security

12. Vietnam Fatherland Front and its member organizations

13. Social organizations

- Organizing the provision of services to meet the rights of children under the authorization and support of the Government, authorities and state management agencies; observe the inspection and examination process according to the provisions of law.
14. Economic organizations
- Ensuring the provision of safe, friendly and child-friendly products and services, not causing harm to children and not violating children's rights according to regulations and guidelines of competent agencies.
- Contribute and mobilize resources for the implementation of children's rights in accordance with the ability, conditions and development level of the organization.
15. Inter-agency coordination of children
Founded by the Prime Minister to help the Government and the Prime Minister:
- Research, direct, coordinate, urge and regulate between ministries, ministerial-level agencies and government-attached agencies;
- Coordinate between the Government and agencies of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy, the Vietnam Fatherland Front and member organizations of the Front and social organizations , social - professional organizations;
- Coordinate among localities in resolving child issues, implementing children's rights.
17. Child Protection Fund
- Mobilize the voluntary contributions of agencies, organizations and individuals at home and abroad, international aid and support of the state budget in case of necessity to implement the goals for children given priority by the State.
18. National Committee for Children
Established in June 2017, the National Committee for Children is an interdisciplinary organization chaired by Deputy Prime Minister Vu Duc Dam, a member of the Minister, Deputy Minister of more than 10 ministries, Deputy General Director of Radio Vietnam Television, Deputy General Director of Voice of Vietnam Radio.
National Committee for Children to help the Government and the Prime Minister:
